17. It's quite simple. Tony was a broker for 'pay for play'. Under the cover of a 'lobbyist', he'd work out what a 'donor' wanted & transmit it to the Clintons via his brother, John. The Clintons would demand a price and once the 'play' was agreed, the 'pay' would be made.
